Gale Santoni was the bishop of the Church.
He came to the Rheinsberg castle along with other priests to supervise the wedding between Zerestria's princess Veronica and Moswick's prince Eugene.
Later it appears that he was aware of the upcomming attack on the castle and before it happened, he decided to leave the castle, according to the general orders from the Church to not intervene in this conflict.
He most probably didn't die in the castle and thus, he doesn't reincarnate.
